CEFA – URGENT – Update on the situation with UIF/TERS claims and an MOA with the Bargaining Council

Dear CEFA Members

As at the time of writing this there is still no finalised MOA C and Addendum between the MEIBC and UIF with respect to an MOA related to UIF/TERS claims. We are aware of ongoing engagements between these stakeholders with the intention of finalising an Agreement. Should the MOA C and Addendum be concluded and a process put in place via the MEIBC, we will notify CEFA members immediately.

In the interim, please note that Employers may continue to make submissions directly to UIF. For those who are worried about delays in the conclusion of an MOA with the MEIBC, this is currently the quickest route to ensure your application has been recorded. We have had some success with some companies making electronic submissions via the TERS Portal on the link: https://uifecc.labour.gov.za/covid19/covid19  Please note that due to the high volumes of traffic on this portal, it is periodically unavailable. Should you experience this, please continue to try and you will eventually succeed.

Also members should note that even at 01.00 am this morning, companies had emailed their documentation/information required from 26 March – 15 April and received a response message requesting them to use the UIF/TERS portal above.

Some lessons learnt and pointers include, but are not limited to the following:

  1. This online process seems more fluid – in that you are prompted to select and complete the correct documents based on what information you input starting with your UIF Reference number. This must be a nine digit number. The UIF reference number must match their format to register. As an example if your UIF Reference is U01234567/0 – You would input as – 012345670 in other words  please do not use the U but rather substitute with a 0.
  2. In the absence of the above MOA C – as your entering directly with the UIF you will select MOA A (Employer/UIF Agreement)
  3. Your Employee data must be in the correct CSV format.
  4. You will also be required to provide/upload a Letter of Authority, Letter of Undertaking and the Employers Account information .
  5. Once you’ve completed the company information for 27 March – 15 April and the 16 April to 30 April. It will have to be two separate submissions.
